Charge rates, the regime of collection, remittance, management and use of fees for assessment and licensing of water resources exploration, exploitation and use; discharging into water sources and practicing drilling in water below … are the contents that are being developed by the Ministry of Finance in a Draft Circular on this field.
According to the Draft, fee payers are agencies, organizations and individuals (including households) who apply for granting water resource permits, including underground water exploration permits; permits for exploitation and use of surface water; permits to exploit and use underground water; seawater exploitation permits; permits for discharging sewage into water sources and practicing underground water drilling as prescribed in this Circular.
The Department of Water Resources Management (Ministry of Natural Resources and Environment) is responsible for organizing the appraisal and collection of evaluation fees for granting underground water exploration licenses; licensing exploitation and use of surface water; granting permits to exploit and use underground water; license for exploitation and use of sea water; license to discharge sewage into water sources and practice underground water drilling as prescribed in this Circular.
Accordingly, the estimated fee for evaluation of a dossier of application for a large-scale underground water drilling practice license is VND 3 million / dossier.
